Pitch bend problems

The pitch bend in my Axiom 61 is set for a whole tone and works fine with Z3ta but will only bend EWQL about 1/4 tone.
Is this normal?

    Ususally the pitch bend range is set within the plugin GUI

    Sonar Platinum 64 bit, Windows 10 64 bit, i5 4670K Haswell Processor,  4.2GHz, 8Gb RAM, Focusrite Scarlett 2i4, AMD Radeon R7 260X, 120GB Samsung 840 EVO SSD, 1000GB 7200RPM Hard Disk

    Just checked in EW Play and the settings for pitch bend are in Main Menu, Current Instrument, Advanced Properties.
