It only has to scan once for a new plug in. All you have to do is press p on your keyboard go to VST Settings. Uncheck scan vst plug ins at start up.

If you are running 64 bit Sonar and a 32 bit vst...some times the vst will require a dialogue to open the first time and activate it. If that is the case google VSTHost and download it. Load the vst in VSTHost first and get the activation taken care of. Then it should load ok in Sonar.

I do not have Waves but Jamstix and dr008 both behave this way during the scan, but after loading in VSTHost they work fine in 64 bit Sonar.

... and sometimes the authorisation screen is behind your SONAR window if you're running full-screen or close ...

But the best way is to disable the VST scan at startup as was mentioned a couple of posts ago, and only scan (you can do this manually also) only after a new plug-in has been added.

Halt during VST scan means often that it is seriously problem going on with plugin"'s" that you trying to add to SONAR X1.
I had similar problem with Nomad Factory MAGNETIC. I wrote a letter to Nomad support that solved the problem by updating their MAGNETIC to v1.4.1. I hate to brake the news for you but I'm not surprise that you have problems with Waves PLUGINS.
Almost any modern DAW platform have problems with Waves plugins.

Waves work in Pro Tools because both software aren't hardly latest state of the art. Both are old and outdate 32bit plugins and program, even the latest version, and work best with XP32 what it was original design for. I think you should call or write to Waves support and demand them to update their x32bit XP32 plugins to Native 64bit and support of Windows 7x64 that everyone use-

By the way, there are so many other plugins that sounds and are modern and mutch better then WAVES pugins. All are in native x64 too. Here are few links...
