Dragging clip to new track at same time

For those who celebrate, wishing all a meaningful Easter.

1. Comping a vocal track, I use the scissors to cut a part of a vocal to move that clip to the comp track.
2. Next, I drag said part to the comp track. And that's where my experience goes down one of two paths:

The cut part, which say, starts at 112:04:563, when dragged, either goes to:
A. the exact starting point of the original placement (112:04:563) --- which is what I want; or more often...
B. it wiggles around and ends up wherever my mouse moves it to (almost always anywhere BUT 112:04:563).

What have I been doing to get the part to go to the 112:04:563 instead of wherever it wants to go (with snap to Off) or to a non-desired snap-to location (when snap to is On)???
