Drums without kick /bass

Hi -listening today to the great Kill to Get Crimson album, by Mark Knopfler and it seems to have some songs with other parts of the kit, but no kick / bass going on.  Perhaps it is there at a very low level and mixed in so as to not stand out- but it got me wondering if this is a known technique (not being a drummer) for more mellow, slower songs.

    I've noticed this a lot lately while watching Conan and Lopez at the end when they have groups play live. The "drummer" stands up playing some toms and cymbals, but there's no kick drum.

    IMO ... you're not a drummer if you're not playing the kick. Might as well use a drum machine and have one less guy to pay.
