does anybody by chance know anything about, SCRUB TOOL
B?
i know when its enabled and you click within a track, then move the cursor to the right or left the track will play and slow down to a stop when it reaches the the cursor.

If you're looking to use that as an audio effect there are VST plugins that will do that. One that comes to mind is Tape Stop, from KVR.
