How do you fit a clip to a specific duration?

How do you fit a clip to a specific duration?

I have a MIDI clip that's 4 bars long when it should be 8.

It's exactly twice the tempo, how do I stretch it so that all notes have double their current durations?

    I did it with the Length command.

    200% Start Times and Durations but I thought there was a Fit to Time command...

    What I do with my audio files is I shift and drag the ends of the clip, though I did not try with midi yet.
