Mousing in midi via piano roll: Setup the "intelligent" tool to mimic Sonar 7 Home tool?

I am having a hell of a time mousing in, moving and stretching midi notes with the new intelligent tool.

And were do I get the grid to snap to quarter, eighths etc etc?  I used to right click on the timeline. 

I basically want to midi write tools to act like they do on Sonar Home Studio 7.
