Is Snap Broken?

Running Sonar X1B.
Snap is on.
Snap is set to Musical Time = Measure.
Snap Mode is set to Move To.
Magnetic Strength in Snap and Nudge Preferences is set to High.

If I click on the cursor or make a selection the movement follows the mouse exactly.  It's like snap is not enabled.  In Sonar 8.5 these settings would work as expected, namely they would cause cursor movements and selections to snap to the nearest measure.  Is Snap broken?

    Try turning off Magnetic Strength. Snap will then either be on or off, and unaffected by the strength setting.
