Simple Drum Track Using Pre-constructed loops

I know I did this before but can't get it to work now.

I've created a simple audio drum track using a pre-recorded loop of which I have many. I have one loop for the entire track which I sort of use a metronome. Now I want to add some fill loops and variations to the song. Since these are all from the same loop source I do not need a separate track for each variation. I wanted to just drag them into the track so they become clip layers within the same track but for some reason they are just sitting over the top of the existing loop. I have layers set to on. I have other projects where I can see that I did this but I'm missing some setting I forgot and I can't find what it is

Any help would be appreciated

    When that happens, try "Rebuild layers": right-click the Track Scale and choose Rebuild Layers from the popup menu.
