Mackie Control - Function Buttons as tools

I just upgraded to X1 and am getting used to it.
 
I was finding the tool switching to be a little annoying when I discovered that I could assign the tools to function buttons on my Mackie Control control surface.  Much quicker and easier for me to reach than the Funtion buttons on my keyboard.
 
I've assigned the Mackie buttons thusly:
F4 - smart tool
F5 - select tool
F6 - tool HUD
 
I'm finding that the Mackie buttons are only kindof working to do the tool changes. 
For instance: press Mackie button F5, switches to select tool, select a group of notes, press delete.  Selected notes are gone, but I've spontaneously returned to the smart tool.
For instance: press Mackie button F5, switches to select tool, change my mind and want to go back to smart tool, press Mackie F4 - nothing happens.  I have to bring up the HUD to switch back.
 
Any insight into this?
 
FYI - I work a lot in the staff view.  The smart tool doesn't select in the staff view, so I find that I have to switch between the select tool and the smart tool a lot.

Ok. I assigned the Smart Tool, Select tool, and Move tool to F4, F5, & F6 respectively.

Doesn't work.

I managed to change to the select tool once and it stuck but couldn't change to any of the others. I tried the select tool again and that doesn't work either now. I could see the MIDI signal being sent from the MCU to Sonar via lights on my MIDIman interface but no response from Sonar.

I then tried it from my PCR-800 via buttons and exactly the same result.
