Help please ! GT3 exe error and sound card failing to connect to GT3

I have been using GT3 with a Tascam Fire One and a Dell Inspiron laptop fine for 3 yrs.
 
Having tried to load some VST which were rejected, the Tascam no longer appears as an option.
I have uninstalled both GT3 and Tascam Fire One and the drivers say they are installed, but still do not show in GT3
 
Also GT3 will not not re-install and exe error message appears each time.
Any thoughts please?
