I could be wrong, but I think clicking the timeline has always worked as Snap
To rather than Snap
By. Snap
By doesn't make as much sense in the timeline, because there's no fixed starting point to use as a reference the way there is with a clip or a note or other object, except perhaps where the Now time is when you enable Snap, which I guess I your expectation.
I can think of a few workarounds, but nothing that you'd call "elegant". I'll have to think about it.
EDIT. The most straightforward method I can think of is to Insert Marker, check the SMPTE box, and mentally add 30 seconds to the Now time.
