I don't think any of those really old Cakewalk dx fx will be going 64 bit anytime soon.
Dx and DXi is really on the way out and many DAWs don't even supprt that plugin standard anymore.
You can however get a program called Acon Digital Media Effect Chainer which will let you make chains of all sorts of effects including legacy DX fx that wont normally work in x64.

You'll find EffectChainer at the bottom of the page under discontinued products.
It's easy to run. you load it like a normal plugin once installed. In the window that opens theres a blank rectangle. Left click in ti and you'll get DX, VST menus etc. I don't use it to create chains. I use it just for 2 DX plugins that are 32 bit, incredibly useful and I still want to use them in 64 bit.
the other program to have is called DX shell.
