Strange Function Flip (Smart Tool)

This happened yesterday and I wrote it off as a glitch...

Today on another track but similar situation it has occurred again... While it's far from a show stopper it can get frustrating...

I have a track with say a dozen (actually 13 in the case I'm looking at) layers.
Show layers is on
Using the smart tool as I pass over the clips, the two basic functions (select/move and locate) are reversed with the select on top and the locate on bottom!

[edit] I just noticed that if I zoom the track so that it is the only visible and full screen, the function flips back to normal, and returning from the zoom flips the function again! [edit]

Of course I can work with it but I'm having a hard enuf time getting used to the dual functions to begin with! ;-)  (they still slow my workflow with extra clicks)...

Has anyone else seen this function flip?
