Something I have been trying to figure out all day.... help me please.

I was watching a news show this morning and a news guy said, with a straight face,
 
"The US Post Office is 2.8 billion dollars in the red and will probably run out of money next summer".
 
That just makes no sense at a to me. It has been bugging me all day. Has the news started to use government logic? I don't want to start a poitical discussion, I just want to know if I am missing something because that statement just makes no sense to me. So, if you can.. without getting political... explain how a serious person can make that statement as if it makes sense. Am I missing something? Does it actualy make sense? Am I just stupid?

    So, they think the US Post Office will increase their revenue by 2.8 billion dollars by next summer?  If so, then maybe they'll reach 0 and effectively run out of money.

    I think the mistake is in thinking that the person reading the news copy understood any of the words they were reading.  There may have been a glimmer of comprehension on the word, "The", but it probably vanished by the time they finished sounding out "US".

    Right. He was just reading it; the writer is the one who went to creative writing class and probably has a college degree.
