Need some help please

The sliders (faders) in GT3 don't have any effect on the recording levels, only playback. The input level to GT3 is usually adjusted directly by the controls of your soundcard. If you are using an external soundcard, you'll probably have to access it's associated software; if you're using your PC soundcard, you can access the Windows sound control panel by double clicking on the loudspeaker icon in the system tray.
 
Are you using your computer's soundcard or an 'add-on' USB or Firewire hardware unit?

Yes you can set it up for dual boot. However you can run 32 bit programs in a 64 bit OS environment. I would however recommend running GTP3 in Compatibility Mode in Win 7.

As for the Noise. This is new?
 If the noise is only with your guitar. I have to ask if you have checked your cables and leads? This could very well be the source of your trouble. Some more info on your recording setup would help as well.

Try it in Compatibility Mode for Windows XP (Service Pack 2) Jason.
 
When do you notice the noise - is it once you connect your guitar, once you arm a track to record, or during playback? Or a combination of these?

I would suspect the cabling first. Check to make sure none of your audio cables are laying across power cables. Second check your Guitar input gain. Try rolling this back to see if it eliminates the noise. This would also reduce the input volume when recording. Next I have to ask about the guitar. Are the electronics shielded? Does it have single coil or humbuckers? If the noise persists you may need to introduce a gate into the signal path. Something like a Hush or Decimator.
