snare or snare technique?

I have been trying to figure this out for 2 days now. IN dubstep and electro right before beat drops the snare/snare speeds up and then speeds up again, then speeds up again super fast. They do it by turning a knob at live shows using ableton live. but how can i doit in sonar? Here is an example. bad example but it works.
