Probably a dumb question....

How do you take a midi file with many different velocities and ensure that the minimum velocity is no lower than, say, 36 (pick your number).   Used to be you could just drag all the notes down and up again in vel edit, and the bottom velocities would be automatically set to whatever you wanted.   Can't do that anymore.

    You don't say what software you are using, but Scale Velocity is what comes to mind as one option. It think it's included in most versions. That is assuming the difference between the highest and lowest is not too much. I guess if the lowest are 25 and highest 127, you can't scale upwards anymore (??).

    There is also a dedicated Midi Plugin for controlling velocity which is a lot more versatile than the old Scale Velocity function.

    If it was me, I'd try that one
