Shut down- turn off issues !!

Hello: I have two questions.. One: why does a computer stay stuck on the shut down - (Windows Vista ) mode with the little circle that keeps going around and around....? Then the only way to turn off is to hold the power button in... any fix for that or a procedure I should be doing prior to hitting shut down?
 
Two- I have an external hard drive - usb. When the computer does shut down okay, sometimes the external drive stays on? Wondering whats with that..

    you have a device or prog that won't shut down without force.. you might want to look at task manager to see whats running. you can also force shut down from there.

    both cleaner / registry tab .. rescan reg.. till you get zero errors in registry.. then reboot..  see if that helps.


    an old version of mailwasher does that with me in win 7

    the drive might still be getting power, is it in a powered hub ?

    usually it's attributed to a MIDI driver, either on your soundcard or a MIDI/USB cable driver not releasing.  if you turn off your MIDI device before shutting sonar down that will usually solve it.
     
    as far as an external drive staying on - is it bus powered only or do you have it plugged into an outlet as well?

    As noted, Windows is waiting for a program or process to shut down.  Does it give you an option to force shutdown? 

    I've seen a lot of things other than MIDI cause this.
