If low latency, and by extension, top drivers are key, than RME, while expensive, would be the first choice. Lynx is also very good. Some of the M-Audio interfaces are also ok, and generally more budget friendly. There are others worth looking at as well.
For quite awhile Echo was a known budget good thing as well, but they have released very few driver updates in recent years.
As for why a good audio card, the Soundblaster, and similar, world of cards simply are not designed for serious audio content creation.
