Why does my external enclosure HD constantly spiin?

Just got myself an external enclosure and threw in a bare drive and it is constantly spinning without spinning down like in store bought external HD's. I also notice a slight hum that the HD or enclosure gives off. Are these two things normal?

    Is your HD formated? Does the computer acknowledge the drive? What's installed in that drive? Is that an old drive? Maybe you have installed a program that communicate with the main HD and every time you open or use "that" program the one on the enclosure activate and or communicate staying ON all the time.

    It's a new bare drive that was Quick formatted. It only contains a sample library from Maschine. What is that humming noise I'm hearing? The enclosure doesn't have a fan, so it must be the HD and the enclosure - but is this normal?

    IIRC also my external La Cie drives run all the time when connected. If they are positioned on a surface that can resonate, the spinning sound gets audible. Keep the enclosure on a piece of superlon or something similar. Very likely there are enclosures of variyng quality on the market.

    Actually, I think all HDDs spin continuosly (???) unless there's a long enough pause in usage that triggers sleep mode (?). Getting up to speed from "standing position" in milliseconds for every reading/writing would be impossible, wouldn't it?
