Snap To Grid Staff view problems

So I CANNOT get the snap to grid options to work for my staff view (or any midi view for that matter) It works great for audio, but a lot of times I use midi drums and I cannot get it to work at all. I have tried setting the magnetic strength off/on, I have tried turning snap to/snap by on and off, it just does not work. So I end up with very rough sounding midi drums/instruments. Like I said it works perfectly for everything straight audio but not midi. Oh also it started working a few months back, (after I did the update) but randomly stopped working again about 2 weeks ago, and I cannot get it to work no matter what I do. PLEASE help.
