SONAR 8.5 PRO METERING HELP

Ive produced several projects, the only way that i can figure out how to get master volume and "glue" or "togetherness" of the track where it should be, is to "peak" the master pretty much constantly. Heres the thing, it doesnt sound like its peaking at all. If i crank it another 8 or 10db then i start to hear crackling, but it never sounds like its peaking even when the peak meter says its constantly overboard. i tried the peak + rms mode, and the peak lines stay at the top, the rms levels are in the blue, it only starts to sound like its clipping when i push the rms levels into the red.

so my questions are, if the meter says peaking but my ears say clean does that mean im all the way safe from clipping?

also why are the meters like this? am i doing something wrong?

    What the heck is 'peaking sound you're shooting for?
    If you push the mix up into a hard limiter at some point it's going to get pretty rough or distorted sounding- even if it isn't being allowed to cross zero'.
    On the other side of it it's possible to have some brief transients try to go a little past zero, but not sound off.

    #1 What interface are you using?
    #2 How many tracks are in the projects and what material is on them?
    #3 Are you using any Track FX?
    #4 Are you submixing with our without FX?
    #5 Are you using and FX on your Master Bus?


    ... things I need to know before attempting to figure out what you are experiencing
