Manipulation of specific notes in MIDI

Can anyone tell me if there is any method of controlling specific notes in MIDI with a single command? Is it possible (for example) to enter a command for all Kick Drum entries at note C3 to be reduced in velocity by 10% throughout the whole piece? Or to transpose the entire snare drum chart to another note with a written command? Is the MIDI that accessible or do I have to select each note that I want to modify with the tool? If this isn't currently do-able, does anyone else think this would be a really good idea? :-)

    Yes there is. 
    There are methods by which to select all notes of one note and then alter many things from duration to velocity.  You can do this by selecting and/or by filtering.
    Which do you prefer?

    If you open the MIDI track in the Piano Roll view, you can click a note on the keyboard graphic to select all notes of that value in the track. That's one way.

    You can also use the Edit > Select > By Filter feature.

    Once you have your data selected, you can manipulate it in a variety of ways. The Event Inspector allows you to change many of the values of selected MIDI data. Check out this video for more info...

    Cakewalk has Midi effects, just select the notes you need to edit in PRV or Edit-Select-By Filter, then right mouse on the midi track's FX box area - - -> Midi Plugins- - Cakewalk FX - -Velocity . . .  a little application pops up with lots of choices.

    Also, Process - - Run CAL, has some ways of manipulating Midi notes.
