Quick grouping will do most of that for you.

To set the output of many tracks at once.....

Select all the tracks you want to change.
Hold down the ctrl key and then select the output you want on one of the tracks.

To delete existing sends on many tracks at once....

Select all the tracks you want to delete sends from
Hold down the ctrl key and then on one of the tracks select "Delete Send" from the send drop down.

WARNING: This will delete the sends in the equivalent position not necessarily the same send on a track. For example if track 1 has a "Reverb Send" & "Chorus Send" and track 2 has "Delay Send" & "Reverb Send" on them and you select and delete "Reverb Send" on track 1 using the quick grouping method described you will delete "Reverb Send" on track 1 and "Delay Send" on track 2 because of the position not the destination.

I'm not sure if that's intentional or a bug. I can live with it now I'm aware but it would be nice to have the option of it being position or destination dependant.
