Press B to open the browser.  Click on the tab with a folder icon on it, tooltip: 'Browse Media' and navigate to the loops folder from there.

Yes, you can add any disk location you'd like to the Browser by creating a new Content Location. Under the Media tab, navigate to the folder location you'd like to save. You can use the Move Up One Level button (located just below the Media tab) to move to a parent disk location. Then double-click the folder to move into that folder. Now click the Save Content Location Preset button to save the location. You can also give the location a unique name (without changing the name of the folder) by double-clicking the Content Location menu before you save.
