I just realized that I play that exact same song in my car whenever I'm waiting for the light to change!

Karyn, I think that phrase is a sentence fragment.  One may infer the context that someone may have said that there was not much cowbell in the song, whereupon someone else disagreed, stating that there was a signifcant amount of cowbell.

"There is, too, much cowbell!"

It's similar to that phenomenon the occurs when you hear someone complain that something has "too much chocolate".  I always answer, "You mean, there is, too, much chocolate."
