ctrl c and v should work no problem as long as the clip in question is "selected" or highlighted (by clicking it one or lassoing it).
also, i usually hold down control, then click and drag the clip to it's new location.
as long as snap is enabled to at least a 1/4 note rez, it's super quick and easy to move sh#t around.

In X1 you have to select a clip by clicking on it (make sure your Event Filter is set to Clips)

    Then, ctrl + c is copy & ctrl + v is paste.

Then move your Now Time to where you want it pasted and hit ctrl + v

You can achieve the same thing by selecting the clip (as above) then ctlr + click will enable you to drag a copy wherever you want (depending on your Snap settings)

Not sure if this help or is what you asked, but I thought I would mention.

If it is a grove clip, you should be able to grab the end and stretch it to make it longer. The loop should self duplicate as you stretch it. For example if it is a drum loop that is 8 beats and you just want to repeat it to make it 16 beats, right click on the clip and see look for "Groove Clip Looping", if you don't see that, then it may already be a groove clip and you can stretch it, if it is not a groove clip, select groove clip looping and then you should be able to stretch it.

If you want to copy and paste, Blixx and Bristol expained well.

However I notice sometime ctrl + c & v works and other times it doesn't. Anyone have any idea why that would be?

I find that, as stated above, it's usually that I forget to move the now time and/or to select the correct track if moving from one track to another before the control V
