That indicates your input level is not high enough. The level is set by your soundcard (the USB mic) only, SONAR has no role in it. You can make a weak signal look hot when you just raise track slider, however, the track track slider has no effect on the actual input level. I've never used those USB mics so I can not give further advice.
The USB mics have caused a lot of head scratching to people. THey are not very suitable for actual DAW work, very simple projects, podcasting etc. may go fluently, though...
