Cakewalk X1 Producer Expanded not loading normal template.

I'm not quite sure what the problem is. It has been an issue with my older PC as well. It affects Sonar X1d Producer and Producer Expanded. On the right side in the Instrument Tab, it ALWAYS shows the default "all plug-ins" instead of the layout I create. It only affects the instrument tab. If I right mouse click on the small window in the left to load an audio FX, it shows the effects layout that I made (as well as the Soft Synths layout I'm trying to get loaded on the right side). It's been frustrating me for a few months and I don't know how to fix it. If I open a normal template, the right layout loads. If I try to check the "On Startup, Load Normal Template" button, it becomes unchecked when I restart Sonar. I hope someone can help me. I apologize for not using paragraphs. I'm using Firefox.

I want to change the behavior of the default template that opens with Sonar. All my other changes carry over to the normal template except the instrument list on the right (in the browser section). I didn't have an issue before X1d on either Producer or Producer Expanded. It just started happening as soon as I patched to the latest version. I don't want to have to keep switching it to my layout or loading the normal template every time I load Sonar. I just want to jump in and make music. What bothers me the most is that it used to work fine before the most recent update. In fact, when I was installing the software on my new PC, I had to follow an update path and I made the layout on the first version of the software. It stuck until the very last update where it stopped working.
