PDC Issue: Everything I record is a 32nd note behind

I've been playing with Sonar X1 for about 6 months now, but have just recently used if for tracking, and I keep hitting one barrier. When I record with PDC bypass enabled everything sounds in time, but then when I play back the recording the take is exactly a 32nd note behind. Enabling or disabling the PDC bypass does not make a difference. I'm using a M-Audio Profire 2626 Firewire interface, Windows 7 64bit, running on a Intel quad core processor, with 8 gigs of ram. I can't recall exactly what my latency is but it is well below the minimum recommended by Cakewalk. I'm sure it's something simple that I'm doing wrong, but I feel like after 6 months, I have a basic grasp on the program. Any help would be awesome!

If you don't know your latency, i would set it so your round trip is less than 9 secs and your one way in under 5 secs.
I pretty sure cakewalk does not list a recommended latency as each project and pc is different and there are tens of thousands of different variables to take into account. Meaning, whats good for one pc and project may not be good for another.

Also, do you have snap to grid enabled
