Vertical bar with Move tool icon forcing all pasted date to appear there.

I have an audio track where a vertical bar appeared with the move tool icon next to it.  It is a light grey and I cannot seem to delete it.  It is forcing anything I paste to appear at its position and on this specific track.
 
What is it, how did this get there, and how do I remove it?
