VST Scanning Bug in X2?

I'm having an issue with my plugins not appearing immediately in the Browser, FX bin menus, etc. immediately after being scanned with the Plug-in Manager.  With X2, I scan them and they appear in the Plug-in Manager's list of VST effects or instruments, but don't appear in the Browser until I close and reopen Sonar X2.  In previous versions, they would appear in the browser, FX bin, etc. immediately, so I'm not sure if this behavior was changed in X2, or if it's possibly a bug.  FWIW, this is a fresh installation of Windows 7 x64 and I get the same behavior with both the 32-bit and 64-bit versions of X2.  Anybody else seeing this?
