Film Scoring: how do I line up a SMPTE-locked marker with the beginning of a measure?

On Sonar Studio Edition 8.3.1    
 
I posted a similar question yesterday and received no reply.  Perhaps the question was too confusing?  I'll try again...
 
I have to score a film clip for a class I'm taking.  I sucessfully imported the video clip, and offset the SMPTE timecode so that it is in sync with the timecode shown on the film clip.  I set my tempo.  Lastly, I set my first marker at the point where the music will actually start, and locked it to the SMPTE timecode.
 
The marker is about halfway between measure 2 and measure 3 on the ruler.  I need to figure out how to offset the video so that the marker aligns exactly with measure 3, and still stays locked to the correct position on the video.  There's got to be a way to do this, right?  Otherwise, how do you get a proper count-in before the start of the music?
 
I've messed around with the start time and offsets but I can't seem to figure it out.  Does anyone know how to do this?
 
Any help would be truly appreciated.  I'm desperate.

    If I insert a video, right-click in the video track and go to Video Properties and set the start time to measure 3 it works. I have to turn off the thumbnails if they are active and then turn them on again or it doesn't display the thumbs properly although the video window displays fine. The audio track for the video has to be adjusted manually, changing the Start Time affects only the video.
     
    Does this not work for you? Of course I'm not trying it with a SMPTE code at the moment. It might be worth trying to Import the video and setting the Start Time before adjusting any offset.

    Yeah, I figured that out.  You can change the start time and match it to a specific measure or beat.  If I wanted the music to start right at the beginning of the video, and just wanted to add a couple of measures in front of it, that would work.
     
    But I need for the music to start several seconds after the start of the video, at a precise event in the video, which I have marked with a marker.  I need that marker (which at the moment falls between two measures) to line up precisely with the beginning of a measure so I can get a good count-in before recording.

    I'm not sure I completely understand the problem. If you look at the Marker properties it should have a specific time, for example 2:03:244, so it is at measure 2, beat 3, tick 244. If your project is set at a resolution of 960 then there are 960 ticks per beat. If you want to move the video so that the marker is exactly at measure 3, then you need to adjust the Start Time by + 1 beat and 716 ticks (960-244). So if the current video start time is 2:00:000 you need to move it to 2:01:716.
     
    This will move the video to the correct position, however the Marker will not move. You would now need to set the Marker at 3:00:000.
