Here is my final offer: the blue is the Skylight color, the background is the complementary color - an orangish hue. The smaller icons are much more difficult to adjust - each pixel has to be perfect and they need to get lighter to show up. The important sizes are 48x48, 32x32 and 16x16 as far as Windows usage goes - I use these to customize folder icons. http://www.arachnaut.net/images/Cakewalk/X2-orange-blue.ico Looks like this:

why?
I use these icons to customize folders so that they stand out in a busy display. I find it easier to locate items by image than by name.

It's really hard to get a good 16x16 icon, but I'm happy with that last one. You have to tweak every pixel to get it just right. Different colors work better in different situations. You may want something to be innocuous, like on the taskbar or desktop, or to stand out loud like in a busy folder. Here's what it looks like on my taskbar:
