Limiter not flowing through

I am still having an issue at times with the limiter not allowing the signal flow through. If I insert another instance it works fine or if I remove the instance that is not working and install another instance, all behaves normally. This seems to be a bit sporadic based on the plugins I put into Pro Channel at any given time.
