Saved plugin layout selected, but not reflecting?

I'm using a custom softsynth plugin layout as the default.  It is saved and selected, but on inserting softsynths, several are missing from the list.  They are there when I go to the plugin manager, but not there from the insert menu. I can't seem to attach images to this forum.  Any help would be appreciated.
