I believe it simply supports your theory that uploading 24/44.1 is best practice for the best quailty since they will most likely transcode even an already 128kpbs (yet again) and scrunch up the sound.

Ya, if the poster of the file allows it. Upload a 320kbps mp3 or 16/44.1 WAV and allow downloads and remind listeners to download for "best quality". Or setup a site like The CHB does. The player used there costs $15 from HERE
