Well you know what? Yup!
I did some additional testing, and after applying the above and restarting Sonar X2, all was well, and I have had no issue keeping the interface settings at 44.1/64 with 24-bit record depth.
YAY!
I had seen that post in their knowledge base, but hadn't really given it much credence, since all worked fine with the same interface running X2 on Win 7 x64 - with no such issues.
This working would seem to implicate something in the way Sonar does things, but I think they may have tweaked some other internal things in their interface drivers that cause the misinformation/reset/whatever to occur in Sonar. I DO know through a prior ticket with Presonus for the same interface and the same drivers on Windows 7, that the Presonus folks switched something with a particular data variable value, because the folks at Brainspawn's Forte were forced to adjust their software to accomodate the changed variable from the Presonus drivers. Their comments to me were that nobody else out there was using this particular variable except Presonus, and that it had definitely been introduced as a change in the latest driver release.
Anyways, I am not having any additional issues at the moment - I WILL be hammering this Presonus interface through X2 for the rest of the day to see if any additional issues remain, but for the moment:
Please consider my prior warning on this as potentially resolved - in testing.
