Um, since "dumb" is generally considered a relative term, wouldn't that just make half the remaining population dumb?
So, if you kept blending each successive batch of dumb people, all you'd have left is a few smart a$$es to post with!

That was tried by several dictators throughout the 20th century... they didn't use a blender, but they did decide who was dumb or useless.
