How do you create this sound?

I'm on the hunt for a certain sound, here's a decent example in this deathcab song during the last chorus, it almost sounds like feedback that they've just looped but I'm not sure.

Would you describe that as feedback? I can record actual feedback myself but it's a little bit harder to control and manipulate. Anyone know if 8.5 has a synth that sounds like this or if there's a synth somewhere out there that sounds like feedback?

    Kazoo run through amptatude and a touch of 400ms delay with feedback loop @  45%.
