2 issues

Issue # 1:   After I export the audio (either in WAVE or mp3), I open it in either Soundforge or Waves Essential.   But both say that my interface, QUAD-CAPTURE, isn't there.   I go into Options>Preferences>Audio in Soundforge, and all it gives me is some Microsoft audio for playback.   I can play the song, and I can see the meter moving, but no audio. 
 
But if I restart my computer, then when I open either Soundforge or Waves Essential and go to Options>Preferences>Audio, Quad-Capture is there and I can hear the audio.
 
Is there a way to fix this?
 
Issue # 2:    My recording guitar setup is:   guitar>OD pedal>POD>interface>computer.   I check the input and output for Quad-Capture for the guitar track in Sonar, but when I play, there's no sound coming out of the speakers for the guitar track.    It records, and when I play it back I can hear the guitar in the mix.   But it's when I'm recording that I can't hear the guitar.   
 
What do I need to do to fix it?

    Yeah - I would also say issue #2 is the "Input Echo" button not being on (nice drawing by the way Mike )

    My guess for issue #1 is that using ASIO mode I do not think you can "share" audio devices - you need to use it in Sonar OR Soundforge OR Waves Essential

    I am not sure if there is any software/apps available to let you share ASIO drivers across applications but this may explain why it is not working currently

    #1 select the box in options "Share Drivers With Other Programs".
    That should allow another program to access the ASIO driver when it is the focus program.

    It's under "Edit" then "Preferences" or from the sign in screen just press P

    Then select Driver Settings...there should be Check Box there for "Share Drivers with other programs"

    for #1:

    I find it easier to just disable the Audio Engine in Sonar, when you need the ASIO driver for something else.
    Just leave Sonar open, use the Audio Engine on/off toggle that's in the transport window (bottom left, under the now time) and it will release the ASIO driver.
    When you switch back to Sonar, you enable it again, or just press play  and it auto-enables.

    I have had mixed results with the "Share ASIO with other programs" option.
    Audacity (which i use for a quick MP3 conversion) does not like that sharing all the time..

    #2 You need to set your AI's mixer so you can hear what your doing. There's no reason why you should not be able to hear your guitar without Sonar running. Input echo is one way but depending on how many tracks, VSTs and synths, you probably will hear latency.
