What's that funny noise?

Does anyone know what the noise is at the beginning of Dylans, "Highway 61 revisited?
It sounds like a bicycle pump or something but I think it's some kind of whistle but don't know what it's called.

For those who aren't familiar with the song, Highway 61 Revisited

Whoever had the idea to start the song off with that was a genius, I guess it was supposed to replicate the sound of the old 50's polices sirens?
I was cooking my dinner alone last night and it came on my shuffle, put me in such a good mood I was dancing round the kitchen like a fool

    Tempting scook but I'm thinking of getting one to use live with my band as well as for recording. Watching the youtube link Tom posted I see you can do quite a lot with it and I can see why it costs what it does.
    Found a 2'nd hand one of ebay for £10 so might get that one.
