    You need to refresh the screen (F5).  The forum's been slow lately and that means that sometimes the page doesn't completely load.  I've had it happen as well a few times and refreshing got it back.

    Alas, F5 does not give me the markup icons back.

    You need to check that the window is at 100% zonno zoom else the formatting bar can be hidden.
