smart too not behaving as in tutorial videos

in some of the online videos i've seen using the smart tool  placing cursor in the top half of a clip displays the select tool while placing the cursor in the bottom half of the clip displays the move tool 

no matter where in the clip i move the mouse i only see the select tool while the smart tool is selected???

    Are you sure you have the smart tool selected?

    This has changed in X2. Now anywhere in the body of the clip you'll get the Select tool, but in the Clip header (at the top of the clip) you'll get the Move tool.
