Fab Filter account question

There is a guy wanting to sale me Pro-C for $90. I don't currently have an account with Fab Filter. Will they (FF) provide me one or do I have to buy a plugin from their site first? 

Cakewalk, Harrison Mixbus 4, Waveform 9, ADK intel i7 2600 3.40 ghz, 8gb Ram, Win 7, Presonus Audiobox 44VSL.

    I hope I found the answer. I went ahead and bought Pro-C...I was thinking about a couple of those Waves plugins and then this came up.
