Sonar 8 & 7, fresh install. Quantize not working on duration. fixes, patches? Please help

Really need some help on this, I've got some shows coming up and I need to edit some MIDI's asap. I can highlight several notes using the quantize function (MFX or in the menu) but can't get any reaction going to a smaller note subdivision. however if I go larger it works fine. even tried this on my laptop with a fresh install and the same thing happened. one is running XP and the other Win 7. is it a bad .dll? is it something else? Has anyone else seen this happen before?
