Latency is the delay introduced by your computer processing audio. As BitFlipper put it once, nothing ever happens "right now"...there's always a sliver of a delay. The goal is to minimize it to the point of not really noticing. If you're running 64 bit Sonar it's best to use 64 bit plug ins (fx). I've experienced hiccups running 32 bit plugs on 64 bit Sonar.
