setting a range of controllers via percentage of change

I have a midi track where I have different clips that have diametric velocities for different parts. I would like to even them out via a percentage for a selected range of measures.
 
Process/Change does not seem to do it right.
 
How would you change midi velocities for a set of measures on a percentage basis?

    I just separated the midi into clips and used the velocity plugin. That seemed to be the quickest way to do this. I guess I could bounce it to a clip to permanently change it too.

    The Velocity plugin is a much undervalued tool in my opinion.
     
    It offers you vastly more options than any of the others built into Sonar - the only downside is it's destructive. Any changes you make are not un-doable once you've saved the project.

    You may also use the "Clip Automation" Envelop from the Edit Filter Pull Down. 

    This is non-destructive. It works like any other CC Envelop. the thing to note is that when changing values this particular envelop either adds to or subtracts from the current MIDI Velocity Value.
     
    By default the envelop is set at 0. (means that no MIDI Note Velocity value is modified)
    A value of 10 will add a velocity of 10 to the notes.
    A value to -10 will subtract a velocity of 10 from the notes.
