Cant seem to figure out why the BIT rate depth doesn't show up correctly in X3b producer, works as intended in in X2?

Those are two different settings. The bottom one is the driver setting. To change the project settings go to
Preferences > File > Audio Data
"Record Bit Depth"

That read out represents your Record Bit Depth, which is found in Preferences>File>Audio Data.
